Each year, wildfires increase in their size and ferocity. Jackie understands that wildfire prevention and emergency response are crucial to the safety of North Bay communities. As a councilmember, Jackie helped pass Rohnert Park’s 2040 General Plan, which incorporates concrete wildfire prevention and mitigation strategies regarding firefighter resources, evacuation routes, vegetation management, and more. She supported strengthening evacuation planning, emergency alerts, and public preparedness campaigns with the understanding that wildfire prevention must also incorporate thorough emergency response plans. In the State Assembly, Jackie will advocate for a statewide home hardening incentive program to help residents make fire-resistant building improvements, like installing tempered-glass windows, ember-resistant vents, and fire-resistant roofs. Jackie will work tirelessly to secure Proposition 4 funding for forest and vegetation management, defensible space improvements, wildfire detection technology, and nature-based solutions. Jackie understands that to truly make our communities resilient against wildfires, we will need consistent, long-term support from the state government. In the Assembly, Jackie will champion the creation of California’s first  dedicated financing mechanism to support wildfire mitigation upgrades at scale.

Throughout her public service career, Jackie has led boldly on climate issues, helping pass Rohnert Park’s Environmental Justice Element, which focused on reducing disproportionate exposure to pollution, environmental hazards, and health risks. In her time as Mayor of Rohnert Park, she led one of California's first successful bans on new gas stations. As Vice-Chair of Sonoma Clean Power, she advanced regional adoption and access to renewable energy sources including wind, solar, and geothermal, reducing the North Bay’s reliance on natural gas and corporate utility companies like PG&E.

Recognizing her strong leadership on climate issues, Jackie served as a member of the Bay Area delegation to the United Nations Climate Conference (COP27) in 2022.

In the State Assembly, Jackie will ensure the North Bay gets its fair share of the Climate Bond, which invests $10 billion in projects for wildfire prevention, forest health, coastal resilience, flood protection, drought resiliency, sustainable agriculture, and more. Jackie supports making major polluters, like fossil fuel corporations, responsible for climate-related disaster and cleanup costs instead of the taxpayers, also known as “polluters pay.” She remains a strong advocate for expanding the adoption of renewable energy and will push for more local, independent power generation and storage like rooftop solar, so residents can reduce their reliance on corporate utility companies like PG&E. 

Jackie will also support robust policies that invest in reliable electric vehicle charging infrastructure and incentivize the transition of gas-powered vehicles to zero-emission, as well as accessible biking, pedestrian, and multi-modal infrastructure.

The North Bay has always led on climate issues and Jackie will continue that bold legacy in the State Assembly.

We are living through dangerous, unprecedented times where the Trump Administration is terrorizing our immigrant and LGBTQ+ communities and threatening to derail California’s progress on climate change, healthcare access, and more. Jackie is proud to be an immigrant who loves the North Bay, and will do everything she can to protect our neighbors, our progressive values, and our way of life. Jackie supports banning ICE officers from wearing masks and restricting them from places like public schools, daycares, and hospitals, as well as prohibiting them from ever being employed as law enforcement officers in the State of California. She is proudly pro-choice and will protect women’s reproductive healthcare in the State Assembly against all attacks from the federal government. Jackie also supports increasing funding to the California Department of Justice to bolster their ability to sue against the Trump Administration’s illegal actions, which has helped return hundreds of millions in federal funding, blocked social service cuts, saved environmental protections, and protected DACA recipients, also known as DREAMers.

Jackie is a lifelong educator who believes in the transformative power of our public schools and university system. In the Legislature, she will fight to protect robust state investment in our education system to give every child in the North Bay the opportunity to pursue their dreams. Jackie will also fight to expand access to community college and make the system free for every California resident. She will be especially focused on ensuring that Sonoma State University is able to rise above its challenges and utilize the funding secured in last year’s state budget effectively and transparently.

Increasing access to affordable homes and home ownership continues to be one of the biggest issues for Californians throughout the state. Only 17 percent of California households can afford to purchase a median-priced single-family home, while more than half of renters are “rent burdened,” spending more than 30 percent of their income on housing. To address this issue, Jackie believes in local housing solutions, not a one-size-fits-all approach. She has helped craft meaningful housing strategies that prioritize the conversion of underutilized structures into housing, thoughtfully expand infill development, and streamline ADU construction. Jackie also believes in preserving our existing housing stock by supporting regional housing rehabilitation assistance programs and strengthening tenant protections to ensure residents do not fall into homelessness. Jackie is especially focused on making sure that teachers, first responders, and other essential workers have access to affordable workforce housing in the communities that they serve. She supports the passage of the Veterans and Affordable Housing Bond Act of 2026, which will make an $11.25 billion investment for the construction, rehabilitation, and preservation of affordable housing while supporting homeownership programs to help more than 40,000 Californians purchase a home. In the State Assembly, she will focus on supporting these efforts and the local housing solutions that have proven to be effective in the North Bay.

Jackie has a proven track record as a local leader on reducing homelessness. As a city councilmember and Sonoma County Homeless Coalition board member, Jackie championed successful policies that significantly reduced homelessness in Rohnert Park and the surrounding region by securing funding for local Homekey projects, which created dozens of permanent supportive “tiny home” units. Jackie also prioritized the conversion of existing buildings, such as motels, into supportive housing for those experiencing homelessness. In the State Assembly, Jackie will advocate for sustained funding for programs like Project Homekey that helps local governments convert underutilized structures into supportive housing for those in need. She also understands the critical role that mental health services play in reducing homelessness. On the city council, she helped expand SAFE Teams, which provide 24/7 mobile crisis response to help stabilize and treat individuals experiencing mental health issues. As a local leader, Jackie has the experience working with nonprofits, local governments, county, and state partners on homelessness issues. In the Legislature, she will continue to be an effective advocate for balanced solutions that result in a measurable decrease in homelessness.

In the face of widespread attacks from the Trump Administration and the passage of H.R. 1, healthcare and the protection of reproductive rights has never been more important.  Jackie believes that the state needs to step up to fill in the gaps left by H.R. 1 to ensure millions of Californians do not lose their health insurance. She supports healthcare as a human right and unequivocally backs a universal single-payer system as the most effective and equitable way to guarantee comprehensive, affordable care for everyone, including robust and destigmatized mental health services. Jackie is proudly pro-choice and will be a fierce advocate for reproductive rights in the State Legislature while supporting funding for clinics like Planned Parenthood who have been devastated by federal cuts.

The North Bay is home to multigenerational local farms, many that have been operating in places like West Marin and Sonoma County for decades. Jackie has been a longtime advocate for the region's local agriculture, helping to protect open space and preserve farmland against unchecked urban sprawl through the passage of Measure B in 2019. She also firmly opposed Measure J in 2024, which would have shut down local dairy farms. Jackie supports helping our farmers transition to cleaner equipment and more sustainable practices, like organic farming, to ensure the North Bay’s generational agriculture continues to thrive in a future impacted by climate change. In the State Assembly, Jackie will advocate for expanding programs like Healthy Soils, which provides financial assistance to farmers and ranchers to adopt conservation practices that reduce greenhouse gas emissions and sequester carbon, and California’s Nutrition Incentive Program, which provides incentives for people to purchase healthy, California-grown fresh fruits, vegetables, and nuts at farmers markets. Jackie will also stand firm in continuing to protect open space and local farms.

 

Stand up for Working Families

Jackie will ensure that local communities have the resources they need to prioritize public safety from every direction. This includes enriching opportunities for youth before, during, and after school, greater mental health investments, crisis responder support, and greater connections between law enforcement and the communities they serve (community policing). Jackie supports common-sense gun safety laws and will champion efforts to reduce gun violence in our region.

Marin and Sonoma counties are home to a diverse array of small businesses, family farms, and cutting-edge technology hubs. Jackie will work closely with them to ensure that North Bay concerns are heard as important decisions are made in Sacramento, ensuring that our region retains its unique character and creates new and better career pathways for all of us.
