Jackie Elward is a former City Councilwoman, Mayor, educator, labor organizer, and mother who immigrated to the U.S. from the Democratic Republic of the Congo and built a life rooted in service.

She made history in 2020 as the first Black woman elected to the Rohnert Park Council, defeating a six-term incumbent. As Mayor and Councilmember, Jackie has delivered real results — expanding affordable housing, addressing homelessness, protecting open space, investing in clean energy and transportation, and balancing the budget.
